WEAVE is currently accepting applicants for the position of Chief Program Officer (CPO).  This is a full-time, exempt position that will be located at our K Street office in Sacramento.   The CPO will be responsible for the overall administration of WEAVE’s programs including, Counseling, Legal, Safehouse, Support and Information Line, Sexual Assault Response Team, Domestic Violence Response Team and Prevention/Education. This position works closely with other directors to assure agency wide policy continuity and program excellence.  As a dynamic leader, the CPO engages staff, other service providers and volunteers to find innovative approaches and emerging best practices for serving victims of domestic violence, sexual assault and human trafficking. 

Primary Responsibilities/Essential Functions:

Member of Leadership Team

The CPO serves as a member of the Leadership Team, which shares responsibility to establish organization wide objectives and directives and guide their implementation through the development and application of programs and practices which serve the mission of the organization and reflect the vision and values of WEAVE.  As a  member of the Leadership Team, the CPO will serve as staff on appropriate board committees, promote a positive work environment, present a model of preeminent service to all stakeholders, implement organizational objectives to conduct business through inclusive communication and accountability, participate in international, national, statewide and community coalitions and advisory groups, and maintain an awareness of strategic trends and issues in domestic violence/sexual assault crisis intervention, prevention education and related activities, and serve as a resource in this area.

Program Direction

The CPO provides professional leadership and sets strategic direction for all of WEAVE’s programs to meet the needs of survivors and their families. In addition, the Director establishes the framework and strategy of the agency’s programs and identifies growth opportunities. Specifically the CPO is responsible for the strategic direction of WEAVE’s current program portfolio; coordinating required functions and activities to operate all programs and subcontracts; providing leadership by being actively engaged in all programs and services; leading a continuous quality improvement process; promoting staff feedback;  forging strategic partnerships with other providers, funders, and stakeholders; ensuring cultural competency; developing and implementing departmental policy; performing program analysis;  implementing a system for tracking and reporting on strategic plan objectives; collaborating on funding opportunities; and maintaining up-to-date knowledge of government policy that impacts the agency.

Staff Development/Management

The CPO is responsible for the management and development of department staff.  This includes hiring, leading, developing and retaining a superior management team; ensuring ongoing training, evaluation and professional development of all department staff;  maximizing volunteer contributions; establishing staff performance objectives; responding to personnel issues; achieving high levels of productivity and accountability from all work groups; and evaluating staff assignments and modifying work distribution when appropriate.

Grants/Funding

The CPO provides periodic review, evaluation and modification of programs and activities in accordance with the agency’s mission, contractual obligations and grant requirements; prepares and manages an annual operational budget; negotiates contracts and agreements and assures compliance; develops staff to effectively and efficiently meet contract and grant goals; and works with management team on grant processes, data collection and analysis; narrative formation; and compliance.                                                             

Additional Skills Required:

The CPO should be adept at project management; have superior oral and written communication skills; excellent organization and time management skills; and have a strong background in fiscal and budgetary analysis

Qualifications and Core Competencies:

Master’s degree in a relevant field and six years experience as a director or manager of programs and personnel preferred, or Bachelor’s degree in related relevant field and eight to ten years experience
Excellence in organizational management, staff development and program implementation. 
Track record of effectively leading a direct service organization with complex needs
Experience working with low-income, and multi-ethnic communities and a commitment to culturally competency and gender inclusive services
Business “literate” with an understanding of financial reports and data analysis
attentiveness to the perspectives and competing interests of various internal and external stakeholders
Innovative and capable of creating or acting upon opportunities to improve service effectiveness and client outcomes.
Ability to build strategic partnerships with other organizations
Passion for domestic violence and sexual assault intervention prevention and education and assisting survivors and their families
Experience working collaboratively with other community-based organizations
Completion of WEAVE’s 70-hour training and certification program (post-hiring requirement)
Valid California driver license, reliable transportation, and proof of current vehicle insurance
Satisfactory criminal background check
