The Human Resources Generalist performs duties at the professional level in a variety of functional areas including: legal compliance, payroll, recruitment and onboarding, benefits, employee relations, staff meetings and training as needed. The generalist contributes and supports the goals and outcomes of Human Resources practices and objectives that provide an employee-oriented, collaborative culture which emphasizes empowerment and diversity.

Essential functions

Agency Compliance

  • Creates monthly reports to ensure the agency remains compliant with County, State and Federal requirements
  • Ensures compliance with state and federal regulatory activities such as wage order, EEO, OSHA/Safety, Workers Compensation, Unemployment, FMLA and FLSA

Payroll Responsibilities

  • Processes automated bi-weekly payroll for all exempt, non-exempt, and on-call employees
  • Reviews timesheets for accuracy and follows up as necessary to ensure that all timesheets have the appropriate approvals prior to processing
  • Ensures accurate preparation and input of data to payroll system
  • Interacts with payroll vendor as needed to ensure payroll processing is running accurately
  • Processes various payroll adjustments, e.g. garnishments, etc.
  • Maintains vacation and sick time accrual reports and distributes to department heads
  • Enters and verifies grant dropdowns for employees
  • Audits payroll taxes, workers comp code and deductions for accuracy
  • Verifies and distributes year end W-2’s
  • Files and maintains payroll records and related employee information in a confidential manner
  • Compiles data for monthly reports

Recruiting

Manages all aspects of recruitment including:

  • Posts open positions internally and externally
  • Conducts initial phone screenings and interviews
  • Schedules candidate interviews with hiring manager or director
  • Maintains hiring status in HRM–One Point
  • Sends out rejection letters/emails to unsuccessful candidates

Employee Onboarding

Manages onboarding process for all new employees including:

  • Sends offer letters and all applicable pre-hire authorization/requirements
  • Follows up with employee and other agencies to ensure background checks, references, fingerprinting and other required documentation are completed
  • Initiates onboarding checklist to new hire from One Point
  • Schedules and meets with employees on their first day to complete other required paperwork, introduce them to their departments and tour the K Street facility
  • Conducts volunteer orientation at completion of summer/winter Peer Counseling Training (“PCT”)             

Benefits

  • Manages new eligibility lists for benefits
  • Maintains newly eligible and terminated employees list on benefit database
  • Meets with employees to educate on benefits and enrollment
  • Liaises with benefits broker and employee
  • Processes monthly benefit billings

Employee Files/HRM Database

  • Creates and maintains personnel files for employees in accordance with State and Federal regulations
  • Ensures appropriate records retention guidelines are followed
  • Updates HRM (One Point) with status changes, new hire form, payroll changes as needed

Employee/Supervisor Support

  • Participates as a team member in Human Resource activities and efforts to achieve overall department goals and objectives
  • Assists employees and volunteers with routine department inquiries
  • Coordinates staff recognition events
  • Assist with monthly All Staff meeting agenda setting, room setup, recognition items and internal and external presentations
  • Maintains department forms and related materials for distribution to employees and volunteers
  • Attends meetings, trainings and workshops as required

Other duties as assigned

Other Skills and Abilities:  

  • Knowledge of local, state, and federal laws pertaining to employment issues.
  • Knowledge of wage and hour laws.
  • Knowledge of payroll processing and auditing
  • Ability to organize time effectively and work on a variety of projects in the same timeframe.
  • High level of accuracy, organizational skills, and ability to handle multiple tasks.
  • Ability to work with minimal supervision.
  • Ability to maintain a cooperative, professional demeanor with staff, leadership and volunteers
  • Maintain high degree of confidentiality and professionalism in the assignment of responsibilities
  • Regular attendance
  • Compile information into spreadsheets, and other reporting formats, i.e. simple graphs, charts, statistics.
  • Work effectively with all levels of staff and outside sources in the completion of responsibilities.
  • Satisfactory results from DOJ background check (post-employment offer requirement).

Education and Experience

  • Bachelor’s degree from a four-year college or university in business, human resources or communications and at least two (2) years human resources experience or AA/AS degree in business, human resources or behavioral science  and, five (5) years’ experience, or any combination of education and experience that satisfactorily meet job requirements.
  • PHR preferred.
