WEAVE provides 24-hour support to victims of human trafficking in partnership with the Rescue & Restore Coalition. The R&R Coalition is funded through the U.S. Department of Health and Human Services, Office of Refugee Resettlement and managed locally by Sacramento Employment and Training Agency (SETA).

WEAVE functions as a vital link in the regional collaboration by providing 24-hour emergency response to victims, law enforcement, a 24-hour support and information line and team of first responders. Additionally, WEAVE provides emergency shelter to victims including transportation to obtain medical care, food, and clothing.
